4 PART PHASE PROCESS

OUTREACH PHASE

Arrange or participate in Seminars/ workshops with government agencies on
reporting requirements and enforcement procedures.
• Solicit and attract participants to achieve goals.
• Maintain a record and file of all correspondence and list of attendees at Seminars, Conferences and Workshops / Special assignments.
• Review Outreach materials, i.e. letters, notices, advertisements and contacts for effect and compliance regarding solicitation of participants to achieve goal.
• Maintain record and file of all solicitation notices issued to attract goal participation.
• Solicit and Identify problems from participants about the operation of theOutreach Program and report remedy for acknowledged problems.
• Participate as representative of Contractor at any governmental or goal participant meetings.

BID PROCESS PHASE

•Perform summary review of all bids by Contractor for effect and compliance with governmental agencies to achieve goal participation.
• Participate in pre-bid and pre-construction conferences to explain the requirements of governmental agencies.
• Assist in the pre-qualification of potential participants.
• Review bid responses in relation to specific bid notices targeting goal participants.
• Maintain record of responses to bid request, negotiations, sole source, joint venture, etc. including relation to goal and dollar value. Record to focus upon responses and lack of responses from potential goal participants and reason for not selecting low bids, where applicable.

Program and report remedy for acknowledged problems.
• Participate as representative of Contractor at any governmental or goal participant meetings.

CONTRACT AWARD PHASE

• Coordinate activities of 24 CFR Part 135 Section 3 of the HUD Act of 1968, Small, Minority and Women-owned business & Davis Bacon federal compliance requirements associated with the specified project.
• Conduct regular monitoring and review with each successful bidder to assure compliance with all requirements of governmental agencies.
• Assist in the resolution of contract disputes among contractors and subcontractors where goal participants are involved.
• Track and prepare report on goal participants’ contract awards /successful participants as to: bid package activity, scope, description of job categories, numbers participating, and dollar value.
• Prepare and update report on all subcontractors & Prepare Monthly (cumulative) reports of compliance.

Track the number of minorities and women vs. non-women employed
throughout the construction project.
• Maintain Work force Analysis for EEO Compliance if required.

CONTRUCTION PHASE

• Review contractors utilization reports to ascertain that the established goals are being achieved.
• Conduct regular monitoring and review with each successful bidder to assure compliance with all requirements of governmental agencies.
• Assist in the resolution of contract disputes among contractors and subcontractors where goal participants are involved.
• Track and prepare report on goal participants’ contract awards /successful participants as to: bid package activity, scope, description of job categories, numbers participating, and dollar value.
• Prepare and update report on all subcontractors.
• Prepare Monthly (cumulative) reports of compliance.

• Track the number of minorities and women vs. non-women employed throughout the construction project.
• Maintain Work force Analysis for EEO Compliance if required.
• Close out report on SBE/DBE participants upon completion of work.
