Ann McNeill and the executives at MCO live this philosophy by not only providing jobs to minority contractors and tradesmen, but by giving to charities throughout the Southeast United States, with an emphasis on youth programs in Miami-Dade.
Ann McNeill is an innovative community activists, a pioneer in the field of youth and adult investment clubs for African Americans, a noted speaker, a proud mother and wife. Her career has been built one challenge, and one opportunity at a time.
MCO and Ann have been honored for their work by the trade, as well as the community. Awards include the National Minority Construction Firm of the Year (2003) by the U.S. Department of Commerce, the Miami-Dade Minority Contractor of the Year (1987) National Association of Negro Business and Professional Women’s Club, Westborough Business and Professional Women Club Business Woman of the Year (1992), Miami-Dade Chamber Outstanding Black Business in Construction (1992), Miami-Dade Community Action Agency Outstanding Community Service Award (2002), South Beach Hispanic Chamber of Commerce Outstanding Business (1999), and as Vanguard Chronicle’s Entrepreneur of the Year (1992), and numerous others.
Ann McNeill began her business with three employees. MCO is now one of the largest minority owned construction firms in Miami Dade. She knows the value of community, and invests much of her capital into helping others grow beyond their circumstances. She has proudly served the following organizations:

WILLIAM S. STEVENS III
William S. Stevens III is the Chief Operating Officer of MCO Consulting, Inc. MCO, a Miami firm, provides strategic assessments and analysis in a broad range of services regarding construction and construction innovations. Mr. Stevens also serves as the Project Manager for MCO Construction and Services, Inc. Mr. Stevens managed MCO’s project contract related to Royal Caribbean Cruise Line terminal at the Port of Miami; the Bayside American Airline Arena (Miami); and United Airlines Miami Cargo facility to name a few. Currently, Mr. Stevens is overseeing MCO’s consulting arrangement with Barnard Parsons Joint Venture (South Florida Water Management District) related to Everglades Reservoir A-1 Project. Mr. Stevens also performs international consulting related to clients involved in the transfer of intellectual property, including innovative construction processes such as Tronco Steel Structures, Roadfix cold asphalt paving and Fibrecote/Imison Housing.
Mr. Stevens is a former partner in Holland and Knight, LLP. Before joining Holland and Knight, Mr. Stevens served as Florida’s Assistant Secretary of Commerce for Trade, Tourism and Industry with offices in Tallahassee, London, Sao Paulo, Tokyo, Frankfurt, Mexico City and Toronto. Mr. Stevens has traveled and represented interest in United Kingdom, Cote D’Ivoire, Spain, Sao Tome and Principe, Liberia, China, Sierra Leone, Guinea, Nigeria, Gabon, Cameroon, Brazil, France, Finland, Netherlands, Hong Kong, Australia, Switzerland and Tunisia.
Mr. Stevens also served in Florida government as Assistant Attorney General and as Chief Cabinet Advisor to Secretary of State. Mr. Stevens , native Floridian, earned his degrees from Fisk University, Nashville, Tennessee and Indiana School of Law University, Bloomington, Indiana.
